Avaya Ip Office 500 Specifications

Hey all,
The Story:
I have a client who has an Avaya IP Office 500 v2. There is some life safety equipment that needs dedicated channels for dialing out in case of emergency.
The client decided 2 trunks was going to be the best way to guarantee that there was an available channel in case of need.
Each trunk has a few DIDs. I am unable to configure more than one trunks DIDs to ring in properly.
If one trunk is working, the DIDs on the other trunk do not work.
The pilot numbers on the trunk always work, however.
So, what is the proper way to configure the SIP trunk for it to operate with the DIDs properly?
What is the way to do 2 trunks on the same system?
Do I need separate URIs for each DID I want to use?
